The cynic in me is wondering if this is anything to do with the world cup in five years time. Players wont be able to play in 40c temperatures for 90mins.

I've no problem with this part :-

Most of these apply to trying to combat time-wasting. The document says match officials should be stricter on the rule which allows keepers to hold the ball for six seconds and be more stringent when calculating additional time.

Additionally, it suggests match officials stop their watch:

from a penalty being awarded to the spot-kick being taken
from a goal being scored until the match resumes from the kick-off
from asking an injured player if he requires treatment to play restarting
from the referee showing a yellow or red card to play resuming
from the signal of a substitution to play restarting
from a referee starting to pace a free-kick to when it is taken

Much of the rest is a 'no' from me. A tweak here and there maybe but that's it.

Swings and roundabouts.

Infuriating when another team does it to you, but it tempers the nerves when your team does it.

Leave our wonderful game alone, the ref has the power now to play added time if that's 1 or 10 mins so be it.

Shouldn't they be doing this already?

I'm assuming not.

Trouble is, if refs added on the correct amount of time you'd see 10-15 minutes of added time EACH HALF and everybody would be bitching about how they missed the last train home or were late for tea or whatever. I hate time wasting (dressed up as "professionalism") including by our own team. Anything which makes that redundant gets my vote - even if it does appear drastic.

We had such stupidity in 1994 when the USA World Cup where suggestions were made to make the game 4 x Quaters instead of 2 x Halves.

Referees and other officials need to get to grips with time wasting. The powers are there in the Laws of the game; use them!

However, the nonsense of running the ball into the Corner to waste time does need some form of address. Even if we are winning and hanging on, this really annoys me!

Are these lawmakers so bored that they have to think up something to mess about with? They have already messed the offside rule up and basically banned tackling.
Leave my game alone.

Of course it is absolutely nothing to do with more convenience for advertising breaks.

One of the most stupid ideas I've ever heard. Speed the game up by playing on when a player goes down 'injured'. Let the trainer come on, but play on around them. If they are not injured they will soon get up!
